Three fugitives featured on the Department of Public Safety Top 10 Most Wanted list were apprehended over the weekend.

o Richard Donny Carrillo, DOB 9-13-75, was arrested Monday night in Midland by the U.S. Marshals Service and the DPS.

o Raul Flores Jr., DOB 2-7-73, had been on the Top Ten Most Wanted list since 2006. He was detained by local law enforcement officers in Matamoros, Mexico, on Friday and brought across the border Saturday morning.

o Rhigo Montoya, DOB 5-29-72, was apprehended at a bar in Waco Saturday night after someone called in a tip. Waco Police Department made the arrest.

DPS urges caution around these fugitives.

“Any fugitive should be considered armed and dangerous,” said Col. Stan Clark, interim director of the DPS. “You should never attempt to apprehend these fugitives yourself.”
