Orange police officer Robert W. Arnold, Jr was “No-Billed” by the grand jury in the shooting death of James Whitehead. Arnold shot Whitehead July 26, 2010 in the parking lot of O’Reilly’s on 16th Street.

Arnold, who is a captain with the Orange Police Department was off duty and in the parts store when Whitehead became angry and argued with a store employee. Arnold became involved, and Whitehead was fatally shot.

According to John Kimbrough, Orange County District Attorney, the Grand Jury had the choice of indicting Arnold for murder, manslaughter or not charging him at all.  A “No-Bill” is a finding that Arnold’s conduct was justified under the law and no criminal charges should be filed.
