Two Orange men were arrested Wednesday in the 300 block of Burton. Officers Byrun Perry and C. Arnold were on routine patrol in the area of the Texas Country Store when they observed a large group of people loitering in the parking lot.

The officers pulled into the parking lot to investigate, when they observed a man with an open container of an alcoholic beverage. When questioned, the subject told officers the container was closed, when it fact it was opened.

The subject, Cedric James Declouet, was asked to hand over the container he refused and pulled it away from police. The officer finally gained possession of the can and the contents were poured onto the ground.

When Declouet was asked to place his hands behind his back, as it is prohibited to consume alcohol in public, he became agitated and refused. He began to walk away from the officer. Police restrained Declouet and placed him under arrest for having an open container of an alcoholic beverage in public.

Another man in the group was seen to be leaning against a parked vehicle in the parking lot, who was identified as Marlon Wayne Wallace. His eyes appeared to be glassy.

When asked how much he had to drink, Wallace told police he had drank nothing. Wallace was observed to be unable to stand and staggered when he walked. His speech was slurred and difficult to understand. He was arrested for public intoxication.

Both men were transported to Orange County Jail.
