The Orange County Commissioners’ Court will meet on Monday, May 9 at 2 p.m. in the Commissioners’ Courtroom of the Orange County Administration Building, located at 123 South 6th St. in Orange.

There will be a public workshop at 1:30 p.m. in the Commissioners’ Courtroom to discuss the possibility of recycling at the Orange County Landfill.

The Commissioners will discuss and take possible action regarding

awarding the bid on the Orange County Community Shelter Disaster

Recovery Project Contract # DRS010214.

Ed Silva, Resident Agent in Charge for ICE will present a special commendation to Sheriff Keith Merritt and the Orange County Sheriff’s Office for outstanding work done to apprehend an offender on a child pornography case.

Anita Morrow with the Southeast Texas Coalition on Mental Health and Aging will ask the Commissioners to discuss issuing a proclamation declaring the month of May, 2011 as “Mental Health and Older Americans Month”.

LyKendria Watson, an Adult Protective Specialist, will ask the Court to discuss issuing a proclamation declaring the month of May, 2011 as “Elder Abuse Prevention Month”.

Deborah Rawls, Orange County Auditor, will ask the Court to discuss and take possible action regarding the payment of bills including: $12,785.27 to Lynda Gunstream from the general fund for the litigation settlement for Weingarten Realty Investor; $60,850.80 to Cleveland Construction, Inc., from the general fund for J.P. Three, drawdown #4; and $21,652.83 to U.T.M.B., from the general fund for contract payment due May 15. The full amount of bills due for the week will be announced at the meeting on Monday.

Rawls will also give a the County Auditor’s financial report for the fiscal year to date through March 31.

Jeff Kelley, Emergency Management director, will bring the Commissioners up to date on the weather conditions for Orange County. The Commissioners will then take action on whether or not to keep the current Burn Ban status.

The Court will then hear updates from the Kelley on any and all projects that his office is currently working on. The Commissioners will take action if necessary.

The Commissioners will then discuss and take possible action regarding the appointment of the Orange Count Members to the Orange County Historical Commission.

This Court will also discuss and take possible action regarding the contracts with Premier Recyclers, LLC and Waste Management and any other Contractors that remove waste and recyclable materials and allow Connie Cassidy, Purchasing Agent to go out for bids on waste and recyclable collection.

Cassidy will also ask the court to discuss and take possible action regarding all of the re-bids received and allow herself to re-bid on the County’s annual requirements for Prescription Pharmacy Services. She will also ask that the Court discuss and take possible action regarding the rejection of all re-bids received and allow herself to re-bid on the County’s annual requirements for Bulk Prescription Drugs for Inmates.

The Court will also discuss and take possible action regarding allowing the Cassidy to advertise for Proposals on the Vidor Sub-Courthouse Exterior Renovation and to advertise for Proposals on the repairs of the Covered Walkway between the Courthouse and the Sheriff’s Office.

THe Court will hear a short, five minute report from the Maintenance Department, Health and Code Compliance, AgriLIFE/Extension Office and the Veterans office. Each will also provide a short written report to members of the Court. The Commissioners will take action if necessary.

The Court will then go into an open court session for comments from the Court and Orange County Citizens on items which may or may not need to be placed on the following week(s) agenda for consideration. Each person addressing the Court may be limited to three minutes.

Douglas Manning, Assistant County Attorney, will ask the Court to go into a closed meeting to deliberate the purchase, exchange, lease or value of real property. Deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third party. The Court will return to open meeting and take any action necessary based upon discussion in closed meeting.
