Commissioners to meet on Monday

The Orange County Commissioners' Court will hold a special court session on Monday, June 20, at 2 p.m. in the Commissioners' Courtroom of the Orange County Adminstration building, located at 123 S. 6th Street in Orange.

The Commissioners will first consider and take possible action to appoint members of the Sabine Neches Housing Finance Corporation for a two year term ending June, 2013.

The Commissioners will then discuss and take possible action regarding the approval of the monthly reports from the County Treasurer for month ending May 31, 2011, and recording in the minutes of the court: approval of Interest Earned to date in the amount of $55,635.54; approval of Investments in TexPool, Super Investments-General Fund, Treasurer Investments- General Fund, Certificates of Deposits and Government Agencies in the amount of $260,202.87; Treasurer’s Report of revenues received and disbursed in accordance with the Local Government Code 114.026(d) and affidavit of approval by court. This report will be available on the county’s web site for viewing; and pledged Security Collateral for a total of $32,902,246.95, summary as follows: Wells Fargo Bank $21,188,912.55 and Capital One Bank $11,713,334.40.

The Court will also discuss anstake possible action regarding filing in the minutes of the Court a direct deposit from the State Comptroller of Public Accounts in the amount of $293,750.35. These funds represent the half-cent Sales and Use Allocation for the month of April, 2011 and has been credited to the General Operating Fund.

Deborah Rawls, County Auditor, will ask the Commissioners to discuss and take possible action regarding payment of bills approved by the County Auditor as per attested listings and also specifically as follow: $1,150 to Claybar Funeral Home from the general fund for indigent funeral expenses; and $1,150 to Memorial Funeral Home of Vidor from the general fund for indigent expenses.

Jeff Kelley, Orange County Director of Emergency Management, will bring the Commissioners up-to-date on the current wildfire conditions. The Commissioners will then discuss and take possible action regarding the current burn ban status.

Kelley will also update the Court on projects being handled by his office. The Commissioners' will take action if necessary.

The County Judge, Carl Thibodeaux, will update the Court and County on the Orange County Veteran's Service Office. The Commissioners will take action if necessary.

Orange County Purchasing Agent, Connie Cassidy, will ask the Commissioners for approval to transfer two spectra radios from the District Attorney's office into Surplus.

Cassidy will also ask the Commissioners to discuss and take possible action regarding awarding the proposal on the Covered Walkway.

Cassidy will then ask the Commissioners to discuss and take possible action regarding awarding the proposal on the Vidor Sub-Courthouse Exterior Renovation.

The Transportation, Airport/Loss Control and Emergency Management departs will give a short, five minute departmental report. Each department will also provide the Commissioners and County Judge with short written report.

Assistant County Attorney, Douglas Manning, will ask the Court to into to two (2) closed session. After each closed session, the Court will return to an open meeting to take any action deemed necessary based upon the discussion in the closed meeting.

The first closed meeting will be for the Commissioners to discuss, with Manning, matters involving anticipated litigation.

In the second closed meeting, the Commissioners will deliberate the purchase, exchange, lease or value of real property. It is the position of the governing body that deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person. The meeting will be taped.

The Commissioners' Court meetings are open to the public, with the exception of the closed meetings. Those wishing to be present at the meetings are encouraged to do so. There will be an open court session at the end of the Commissioners' Court for anyone wishing to address the court.
