Orange man arrested for solicitation, public intoxication

Monday evening, Sgt. Jason Laughlin, with the Orange Police Dept., was sitting in the Kroger parking lot in the 1500 block of 16th St., when he noticed a white male, who is known to Sgt. Laughlin as 38 year old Jerry Jeans, of Orange, at a business across 16th St.

Jeans was standing in the doorway of the business, and when people would walk out of the store, it appeared Jeans was asking for money. Sgt. Laughlin observed a couple people reach into their pockets and hand Jeans money.

Sgt. Laughlin drove across the street and made contact with Jeans, and he instantly detected a very strong odor of an alcoholic beverage on his breath and person. Laughlin also observed Jeans to be unsteady on his feet and that his eyes were bloodshot. Jeans was advised that it was a violation of city ordinance to solicit money.

After a few moments of speaking with Jeans, Sgt. Laughlin determined Jeans to be intoxicated to the degree that he posed a danger to himself and others. He was placed under arrest for public intoxication, and transported to the Orange County Jail.
