Officer James Gillen met with an employee with the City of Orange water department. The employee told police that a lock was placed on the main at the address and the meter read 276. Thursday when the city employee arrived at the address, the meter read 311, a difference of 35,000 gallons of water.

There was no known suspect, as the last registered resident showed the City of Orange. The City would like to pursue charges if a suspect is located and identified..
