Woman arrested on paraphernalia charges

On Tuesday, Aug. 26, officers from the OPD were patrolling in the area of 11th St., and Curtis when they observed a woman who is known to police.

Annette Fulcher, who is a transient, was walking on 11th St., with her back to approaching traffic. Police believed Fulcher to be placing herself in danger. Officers conducted a pedestrian stop. When Fulcher was asked if she had any illegal items or substances, she advised she did not, and voluntarily emptied her pockets.

As she emptied her pockets. police observed there to be a cigarette box left in plain view of the cargo pocket of her pants. when questioned about the contents of the box, Fulcher stated that she could not lie, and that it was "her thing."

Fulcher removed a small pipe, which is known to be used to smoke crack cocaine. Fulcher told police that she had purchased, and smoked crack cocaine earlier.

She was placed in custody for possession of drug paraphernalia and transported to the Orange County Jail.
