    Reginald T. Franklin, 88, of Orange, died Monday, April 6, 2009, in Pinehurst Nursing and Rehab. Funeral services will be at 2 p.m. Wednesday in Claybar Funeral Home Chapel in Orange. Officiating will be Reverend Kevin Trinkle, chaplain of Memorial Hermann Baptist Orange Hospital. Burial will follow in Hillcrest Memorial Gardens in Bridge City.     Technology has caught up with the Orange County Sheriff’s Office, which will use about $67,000 to buy portable digital radios, commissioners approved Monday. The 19 requested radios, along with spare batteries, can be bought under the Edward Byrne Memorial Justice Assistance Grant (JAG). The county is not required to match any funds.
