    James Delmar Staggs, 78, of Vidor passed away at Summer Place Nursing Home Monday, June 7, in Beaumont. He was born in Bedford, IN on Nov. 29, to Resie Irene Casada. He served in the United States Marine Corps, later worked as an offshore motorman for Cliffs Drilling and became a heavy equipment operator before retiring in 2003.     Wednesday, June 10, at about 2:10 AM, narcotics investigators with the Orange County Sheriff’s Office observed a silver minivan commit several traffic violations in the area of IH-10 S.
