    The site of the old Cove school is set to become a recreation area with a walking trail, play area, benches, shaded area, parking lot, and kiosk to tell the history of "Chemical Row," the famed highway lined with the petrochemical plants.     Orange County Judge John Gothia Tuesday morning issued a countywide burn ban on recommendation of the county's emergency management director because of the indices that show drought conditions could aid the spread of wildfires.
